James 1:5-8 NKJ - 5 If any of you lacks wisdom, let him ask of God, who gives to all liberally and without reproach, and it will be given to him. 6 But let him ask in faith, with no doubting, for he who doubts is like a wave of the sea driven and tossed by the wind. 7 For let not that man suppose that he will receive anything from the Lord; 8 he is a double-minded man, unstable in all his ways.
The bible says that the fear of the LORD is the beginning of knowledge and wisdom. What does it mean to fear the LORD? The fear of the LORD is the recognition and reverence of His authority over all things. Since all things were created by Him, it makes sense that knowledge and wisdom about anything in creation begins with understanding that it was God Who produced all of it.
James mentions that anyone who asks the LORD for wisdom while doubting is like a wave of the sea that gets driven and tossed by the wind. In other words, just like how the waves of the sea are constantly changing directions with no ability to control its direction, likewise, the doubter has a mind that changes based on circumstances. If you were to change your mind every time a different circumstance arose, then it is ultimately the circumstances that direct your mind. James also says that such a person is double minded and unstable in all their ways. A doubting person isn't just a doubter to God, but someone who is often affected negatively by that same doubt.
